Default TPS sensor question

My friend bought a new TPS sensor for his 89-vette and can't get the voltage readings up to specs. The highest it will adjust is 0.45v.. what could cause this? The base idle has been set as is in the instructions but still the TPS sensor doesn't give any higher reading than 0.45v???

this is worth a shot cause I goofed on this myself, are you sure you are reading your digital meter correctly? Is the decimal setting on the meter correct? I think the top end of a tps reading is near 5v, that is what you might be seeing? Just a guess.

Yes we are reading it correctly. We have AutoXray scanner plugged in. Anybody got any idea what might be causing this?

Compare the OEM vs the new TPS; note that the OEM unit has slotted mounting holes. Verify that the new unit also has slotted mounting holes.

Beginning it '90 the TPS was not adjustable; maybe your replacement was for a later car.

Is it a stock TB? If not you may have to oblong the holes to get it to the correct setting, I had to do this with my Holley 58MM TB and BBK actualy has a tech tip on this. For the L98 isn't .45 in the correct range for the TPS? I though for idle it was .3-.09 and you wanted to be around .5 for best results, now again i am not that good with theTPI stuff so forgive me if I am off base.

TB is stock and the new TPS sensor should be correct for year -89 (at least it looks excatly like the old one). In the most upward position it only shows 0.45 volts as the correct stock setting is 0.54 volts.

I think we need to take one more look at the sensor itself and the attachment.
