It really may have nothing to do with cooling system and smog tests might not turn up the problem either.
You need to get someone, or do it yourself, to pull the stored codes from the ECM
If the light comes on, whether it stays on or not, after the engine is started, a code (or more then one) has been set. Check to see what codes you have stored and follow the trouble shooting charts in your factory service manual, to cure your car's faults. It can't be said what the consequences of driving the car are without knowing what (which codes are set) is wrong.

I would expect your '91 Camaro to have an iron headed L98. Valkryder's 1984 is an L83, Crossfire. At least in the mid 1980's, the check engine light is supposed to light with the "key on, engine off". That is a check that the light is functioning. If the check engine light comes on or remains on after the engine starts, it is indicating the ECM has codes set.
