GS977 if you're getting 17Volts on even one car much less two different cars, I would chuck that meter. 17 volts would pop all your bulbs and 90% of the electronics.
If you guys want to understand what is going on with that AC voltage, take a look at this page. I can't link you directly to the page so you will have to follow this.
I know this is about Toyotas, but many of the systems are very similar in function.
An oscilloscope is just a graphic voltmeter.
One other thing that your other web page doesn't mention. One or two shorted diodes will drain a battery down in one or two days. It will show a charge of 14 volts with a DC meter and the auto parts tester will say it is a good Alternator.
