Holley Fuel Regulator

I have a 1990 L98 TPI. I bought the Holley adjustable fuel regulator. The adjustment is on the top. Is there any way of setting the regulator for initial start up. I assume car must be running to have fuel pressure at regulator. or does the fuel pump supply enough pressure on it with out car running to be able to set it with a fuel pressure guage.

I set mine about 1/2 travel and it started fine.
Check for clearance under the plenum.Had to do a little grinding of plenum as adjusting **** was jammed against plenum on mock up..

Apply 12 volts to terminal "G" on your aldl connection. The pump will run continuous allowing you to dial in the pressure your looking for. Of course you will need a fuel pressure gauge

This method would be the same as setting the pressure of a running engine with vacuum line removed.
