Headlight probleme again..

Headlight probleme again..
My right headlight wount fully close or fully open. if you adjust it to open full it wount close full and vice versa, you get the ide.
I took appart the headlight unit to ses what state the bushing where in. They looked fined. So now I need some help on what to look for next?
A strange thing is that If the headlight is not open or closed full, I can tap the high beam selector and it will go to its fully open position??

What year? C4's have two different headlight motor designs, though you mentioned bushings so I assume it's a 1988-96 model.

Check to make sure it is not hitting the cooling reservoir.
One good way to check this out it to keep your hood open, and see if the headlights open okay. If they do, chances are they are hitting something on the up and down.
