here is the problem-
when I put the key in the ignition and turn to start, seems like ther is a delay before you here the starter and it fires up. has never done this.takes 1-2 seconds before you here anything.
only things done different-
1)washed engine real good, but that was a week ago.
2) went to have a ignition key made, lock shop cut a #7 code key instead of a #5 key. tried it and it shut everything down for about 5 min. my key would not even work. worked after letting it set

Your first problem is washing the engine, LT1's use an optispark which is extremely sensitive to water and it is strongly reccomended that you not wash them. Do a search on them and you will find plenty of information.
Even though it is good advice not to wash the engine, I don’t believe that has anything to do with your starting problem. If it was a VATS problem, it would not correct in 2 seconds. As you know the reset time is a few minutes. You could have the starter starting to go bad. But first I would remove both battery terminals and clean and tighten properly.
Some other ideas but will probably find nothing are:
Check tightness of nuts on starter
Re-seat start relay under dash
Check key switch and rod assembly (not key cylinder) in steering column.
