That's not true at all

I had these on when I went for an "exempt emmisions" test.

You may have passed, but I can tell you that your car is supposed to be subject to a visual. Consider yourself lucky that your mechanic overlooks things.

My car was subject to a visual when it required emmissions (2 years ago). There is no sniffer in my area, a visual is the emissions test.

I see your in the Philly area. From what I just learned earlier in this thread- the rules may be completely different for you. And I believe I'd fail what an earlier poster described as a Philly and Pitt inspection (except that I now have PA-Classic tags).

Ah, now I understand. I need a course in reading comprehension

I live in a sniffer area and I keep my car under 5000 to be exempt (headers, no cats, no smog pump, etc). My car is subject to a visual test still, but I manage to sneak it through.

I plan to get "Classic" tags soon. In PA you can get classic tags if the vehicle is more than 15 years old (which my 91 now is). Its then a one time registration fee ($75 or so) and your car is then only subject to a safety inspection. There's no sniffer, no visual or any emission test at all. There are some restrictions, but it sounds appealing to me.

EDIT: I see you have the Classic tags, so you know what I'm talking about.

Yeah, I had no idea that different parts of the state had different standards. I thought it was a statewide mandate. That was confusing me pretty bad.

I really recommend it, as long as you don't mind having a purple license plate on your car . The lifetime registration alone is worth it, IMO.
