I also got locks, but no key, when I bought my '95. I just hammered a cheap impact socket on and spun them off with an impact gun, as others have said. It took all of 5 minutes and didn't damage anything (including the socket). You can use a punch and a hammer to knock the lugnut out of the socket when you're done.
Edit: Aw crap, I just realized it was the lugnut cover lock. Is the lugnut cover plastic or metal? Might be easiest to just destroy the cover and find a replacement.
It took a while but after I took a litle break I had at it again with a smaller screwdriver and a hammer and kept pecking at it. Got a notch going and a few dozzen more hits and bingo. I thought of the dremel but i'm out of all the attachments... and no mig anymore...

There was anti seeze grease on the bolt but I think the head and tool were too far gone for any of that to matter. I have 2 left on my front tires that appear to be in good shape but i'll have to buy a new tool now before i tough those ones.
