Default Oil on plugs...

The question is do I replace the valves seals which would then suck more oil up into the cylinders? Or do I spend the money on a short block? Or do I pull the engine and replace it? Wouldn't this have an adverse effect on the computer?

You need to give us a little more information. Looking at your profile, you have a 1984. How many miles? Are you burning a lot of oil, just smoke on start up or clouds of smoke? Are you getting oil on ALL the plugs or just one or two? Drivers bank or passangers bank or both?

Have you done a compression check to let you know the condition of the rings/valves? - This is a good place to start before you start buying engines.
