Default Help! Will not crank! '92

I have a problem. This car has sat in storage a few years.
the last time i tryed to start it it would not engage the starter but everthing else powered up. I am working on it now and its the same way, car is a 6 speed. There is no fire on the fuel pump fuse , R INS fuse, HDT MIR fuse, or the EMC fuse, also the fuse block under the pass side dash had 2 blown fuses. The fuses under the dash that did not have fire where the AB CRANK , the FP2, and the one marked
3. I noticed that somewher along the line the egnition cylinder lead for the coded key had ben unpluged , thougt the VATS might be set off
could some one tell me where it is located and how to bypass it.
Any other sugestions would be greatly apreceated! I have rplaced the key, egnition swith and the ECM . no change? I used the cool trick i found on this site and the guru site, the EMC just read ERR
and the CCM read code 41 loss of comunications, I assume its because the fuse for the EMC is not receiving juice. When the car first went down i could pushstart the car but it ran rough. I have replaced a few relays but the mauales dont even tell wher or what relays are for what!
Ther a lot mor i could say but il leave that for latter .Thanks.

Use your manual to level the kitchen table, then go buy the manual from GM including the electrical diagnosis manual, then you will have excellent info, and an explanation of how your systems work, wire colors, parts location, and a diagnosis procedure. First you must get 12v power to the ECM and all other places you currently don't have 12v.
Learn to type too!

You need to get a field shop manual, look at all the fuses that blew and see what they have in common. If it has blown all those fuses, I would assume you have some fusable links that have been blown also, and you can't see them when they have blown.
