With idle set in the chip at 850 rpm closed loop @O.T. the counts should be greater than 12, being at 0 represents no further travel and not being able to compensate. Mine is set in the tune for 875 rpm at idle (O.T.). and I set min.air by counts. I set counts without removing the IAC connecter. If mine was reading 12 cts.in closed loop and at O.T., I shut off car turn the min air screw (closing the t. blade) approx. 1/4 turn then re-start car(which will re-set the IAC) wait till in closed loop and O.T.). and repeat if needed to be at approx. 40 cts.
I do understand how lower counts will makes it feel more responsive, but I believe you will need to set the cts.a bit higher than where it is now to be able to compensate (30-42ish). MO
