I will after you run the ac for awhile, it starts out blowing on the floor and will slowly transfer to the dash vents, why it does that I have no clue.

From all the Posts concerning the '96, vacuum harness is loose at the Programmer. I thought it was a Tech Tip, but couldn't find it. You might try a Search but putting in "Programmer" seems to bring up nothing but tuning.

Have you looked at the plastic check valve under the plastic cover on the right side of the engine. It has 3 hoses to it and usually cracks or breaks up with time and temperature. Then not enough vacuum can be achieved to activate the vents properly. It is a pretty common occurrence and inexpensive to fix if you find it is defective. It may, or may not also affect cruse operation just depending on the amount of leakage.

It is either the 3-way check valve or the harness to the programmer. You should also check the vacuum lines to the check valve as well.

It also could be the rubber nipples on the programmer collapsing under vacuum. Search the C4 General forum using "AC Vents" and you will get a lot of good info on your problem.
