The control flaps for the vents on my '94 coupe are not working correctly. I can't get the upper vents to work. Everything flows to the floor. Is this a common problem?
Take a look or purchase a FSM (factory service manual). Sounds like HVAC module. The rubber hoses going to it have deteriorated. Simple job but tough getting to it.
Check under the passenger side fuel-rail cover.
There is a vacuum check valve there that deteriorates and leaks the vacuum.
Check the lines also for brittleness/cracks.

If your cruise control works, It's not the check valve. The most common problem for what you are describing is usually the vacuum module. The connector to the module needs to be replaced or eliminated.
Do a search. you will find the procedure for removing the Vacuum control module and the repair. I did mine with the help of the forum. It's not huge project.
