Anyway, welcome to the forum!
To your question, by the time you spend the money to swap in an LT1 you've probably already surpassed what it would have taken to make the same power out of your L98. There is a lot to be had there, depending on what you're looking for. The LT1 intake conversion could be a good choice for you though. Check out the FAQ section (here: http://forums.corvetteforum.com/showthread.php?t=956100 ) for "Performance mods that do work". Some of those are fairly easy and "cheap" to do. Next search around on here. I've learned a LOT from just reading other peoples problems and responses to their questions. Forum member "Vader86" has a ton of info on the L98 and engine mods on his site. Just do a search for his user name and cick on his pic.
Bottom line, it all depends on what you're looking for. I seriously suggest that you get some driving time behind the wheel of your stock L98 before you just start modding based on other people's experiences. You may end up liking what you have already. But if the mod bug bit you already, definitely set a goal. Put a total engine plan together and then save up for that plan. Learn about what parts work well with each other. No matter what, there is going to be some $$$$ involved. How much you can do yourself will drastically cut down that amount. Also keep your eyes on the classified section here and search Ebay every once in a while. Deals come up all the time. Don't buy parts on impulse. Stay with your plan, stick what you save in a high yield savings and let it earn while you shop around and build enough up to buy your parts. Who knows, once you see your money grow, you may change your mind based on your budget at that time!

-what year
-what tranny (a4 or stick)
-what rear gears
-is it now bone stock
-what is your budget

No you can't just put a cheap LT1 in it...way more to it than that.
Work on freeing up the exhaust. No gimmicks.

L98s are not worth putting gobs of $$ into. You can sell the C$ and add that mod $$ and buy a good C5 which will run circles around most L98s.
i as thinking the dual exaughst would be good but do u think it would be cheaper to get it made???

There are a number of (relatively) low cost mods that will increase performance of your '91.
-remove the spare & jack for a 40-50lb weight reduction also drive with 1/4-2/3 tank of fuel (the total weight reduction here is ~100lbs==10chp gain and it's FREE)
-install a K&N air filter and cut the filter lid
-install a 160deg T-stat and switch
-cut back some stock AC Delco spark plugs, details on my site
-bump base timing to maybe 8deg BTDC
-install a 2 1/2" mandrel bent front Y and hi-flow main cat
-install an AFPR (adjustable fuel pressure regulator) and bump pressure a little to match the above mods

Keep it as is for now and put your $$ in the bank. If you want to do something.....clean it inside and out. Polish the wheels. Polish the aluminum suspension. This is cheap but looks great. You are only out your labor and it will take lots of it. Clean up the engine bay. DON'T spray it with degreaser and then hose it off!!!
Use simple green on a rag to clean all the hoses and anything else that is dirty. Check behind the radiator for S**t that has collected. To do this you will have to remove the top cover that fits over the radiator.
Lots of things for you to do and make her nice.
