A member would like to purchase 4 91 C4 original equipment Good Year Eagles from me. He would like me to deliver them to Canada which would be about a 200 mile round trip. My question is: What do I need to do to legaly bring 4 used tires into Canada and do I need a passport?
The chances are that you will have Canadian Customs ask what you intend to do with the tires if they see them. Once you say they are to be sold to a Canadian citizen, you will most likely have to pay duty on them.
This assumes that the tires will be visible when you drive through the border station. If you drive thru with a pickup and you have a cover on the bed that hides everything, they may not ask anything other than where are you going, how long are you staying, and if you have any weapons.
Keep in mind that your vehicle can be searched at their will, so it might pay to be up front about the tires. Contact the buyer of the tires and tell him the price will have to include duty fees and he may have to pay extra for GST and other customs/import fees.
As far as a passport, right now all you should need is your valid driver's license and a certified copy of your birth certificate. That is only for driving across the border. That will change next year.

Can't see them charging him a single red cent. If anyone is going to pay any taxes, it will be the purchaser.
Tell them your giving your freind your used tires, I doubt they will give a damn.
You should have a passport. Starting several years ago, the U.S. customs demanded a passport to re enter the U.S.
I know that some entry rules have been temporarily relaxed due to government inefficiency and apathy, but I would call U.S. customs and get the right answer.
As for the tires, take the advice of your Canadian friends, I'm sure they are used to this issue.
Passports are required for re-entry into the US if you gar travelling by sea, air, or train. Driving through the US/Canadian borders just currently needs a valid DL with a pic and a copy of your birth certificate.
Fortunately here in WA we will be able to use an "enhanced driver's license" that has a magnetic chip encoded with data that is read by scanners on both sides of the border. No passport needed even after the next set of changes takes place in '09.
AGent 86- When a friend trailered his autocross car up to Whistler last year, he was asked by BC Customs (at the I-5 truck crossing) to open his enclosed trailer. He had a set of race tires sitting on the floor of the trailer and was asked specifically if those tires and wheels were for sale to a Canadian citizen. He said no, and that was it. Guess sometimes they will ask, sometimes not.
