I bet you're glad you're cleaning that now, huh?

Thats why I put a skinny extension on my shop vac and clean out that area every winter

I also blow air from the back side to clean out what is stuck between the fins.

Well, I'm doing a water pump on my 89 so I guess this will be a part of the to-do list!

Quite a find isn't it? I've seen worse, mine for one. This type of thing is why guys complain about running hot. If a car is going to run 220* it doesn't matter if you have a 160, 180, or 195 stat in it, it's still going to run 220*. Doing maintenance like this, having the radiator cleaned out, and having the ECM programmed to turn the fan(s) on sooner are the ONLY things that will bring running temps down.

Where do you get the idea that I was? I was downplaying stat changes in favor of routine maintenance.

Very true! Once the rad is clean, the fans are reprogrammed, and maybe a higher capacity rad, with a lower stat, then temps will dip to where you want them (wherever that may be depending on your plant).

And yes - the rad needs to come out! The vette is a vacuum cleaner for the road - has been since the C3 - anyone who tells you differently is running a little 'hot' himself!
