Well Cali has some pretty weird laws, but I can't see how your ABS system or the adjustable suspension has any effect on passing Smog. Now if you have a vehicle safety inspection like VA, then the ABS might be an issue.

There are no codes for either system on an '89 and neither communicates with the ECM, or has anything to do with emissions. In short, it's a non-issue. Your engine, if operating as designed, will pass with or without them working - if it fails it's something else or the Tech hasn't a clue, at which point, go directly to a local ref or contact the BAR so that they can revoke the guy's license. Otherwise, post your data if it fails and we will tell you something equally brillant - like you need to scan it to see if it's rich/lean or if it simply needs a new CAT.

Who's to say the computer isn't happy with the suspension during the test?
Besides as it was pointed out, neither affect emissions.
