Life Does NOT begin at 0 PSI!

Last night I upgraded the terminals so I had a better location for my amp wires.... no big deal. neg. off 1st then pos. and reverse. Bingo, everything went as smooth as silk.
A couple days prior I tested my bleed down rate on fuel pressure... less then two seconds.... but car ran like a top.
TODAY: I went to move the vette and no power, so I charged the battery... then it was turning over strong. No fire....
, Checked the fuel gauge and it showed a 1/4 tank... "maybe it's miss reading" so off to the gas station. gassed up...NO FIRE! 


time for the fuel pressure gauge ... 0 psi...
.. never heard the fuel pump come on. I went to check the fuses but I can't get to them because of how it's parked in the garage. I am glad it's inside this hurricane season
. Any Ideas what I can do for a better diagnosis?

I found the fuse and with a pair of 90 deg needle nose pliers was barely able to get the fuel pump fuse out... it's good.
Discovered the fuel pump relay broke away it's mounting screws...

I swapped relays with my new burn off... then the main fan... nothing.
Ran 12v power to terminal A nothing!
double checked to make sure the ecm wasnt bad... turn the key "on" light comes on then goes out.
It looks like next step is to go to the fuel pump and run 12v to it....
Do you guys conclude fuel pump as well??
If so, Is there a gasket between the tank and plate? o-ring or flat?
There is a gasket on tank and there are "O" rings for the screws.

You can also stick sharpened nails in wires and apply voltage from battery charger (check if voltage get to pump first). Find out wich wire is + which is -
fuel pump did nothing....
I connected the OBDI tester...
while it's testing, my mom comes in from outside and says "maybe it's your spark plugs"... "mom, see this gauge its at zero, it should be sitting at 35-40psi... and when I turn the key to start, it should jump up to 40-46psi...." I turned the key to "start" and VROOOM... "...unfreakin' believible!"
Turning the key to "on" the fuel pressure gauge doesn't flinch.
Start - jumps to 35
Runs at - 32
Acclerate - jumps to 46 then back to 32 at idle/steady throttle
Turned off - Psi spikes to 46 then drops off without hesitation.
Noticed crisper throttle response... faster start... could be from battery charge? Now it starts everytime as noted above.
I'm currently blocked in as a "just incase" for IKE, so no road testing tonight.
