On my 94 the previous owner severed the wiring on the original data input plug and wired in an apparently newer plug. Any advantage here? Understand the 94 had early OBD II capability and later OBD II tuner/readers weren't compliant with earler system, only 1996 & newer.....right or wrong???

Who knows what he has re-wired but if I would have to take a guess I would have to think he wanted to use a OBD1 scanner. He might have tried to revert back to the kind of plug that was used on the 93 and earlier vetts.
You see you can’t buy a OBD1 scanner with the OBD2 connector. Only a Tech1 (or 2) can handle that configuration. If you went to buy a scanner for it they would sell you a OBD2 scanner which does not work. There are imbedded OBD2 codes but you need to use a Tech1 (or comparable unit) to retrieve the codes. However I feel they are probably pretty useless and would just forget about them.
The on board diagnostics works great. Tells you what code is in what module. That is more info that some scanners might tell you. But you got to figure out which pin to ground. Get the complete information and books for it, it’s a great tool for free.
