It's an adjustment. Actually it's pretty simple to do, really. More than likely Someone has played with that adjustment to make certain that the two blades don't "crash" as they scissors down, which is a problem with this design. Be careful, if you do play with that adjustment (which moves the Drivers side arm - the passenger side isn't adjustable), that you don't get yourself into crash trouble.
The better "cure" for the crash thing is to use a shorter drivers side blade. Get one a full 2" shorter than it's Supposed to be - this will keep it away from the passenger side arm as they close - even with the linkage adjusted so that the drivers side blade Travel stays on the glass at the far "Up" travel..
You won't even notice the 2" shorter blade in the rain - BTW - try it and see

I tried your suggestion and it worked! Also, the windshield wiper motor was not secure. When the wipers were in use, they would pull away from the windshiled and smack the side of the car. Now, all is well. I appreciate the time you took to respond to my qestion.
