I pulled my transmission because I was having problems with it (only 6,000 miles on it) and found that the flexplate bolts had backed themselves out and lodged against the torque converter. Since the plate was loose it was able to move and the holes are now out of round. I have a 383 that I know was internally balanced but I also believe that it was balanced as a whole with the factory flexplate. Long story short, I had replaced the factory one with a new SFI approved one and had it balanced to match the factory one and I no longer have the factory one.
Can I run a "neutral balance" flexplate or do I need to get a new externally balanced one and have someone try and balance it to match the bad one that I have?

Who did the balancing? Give them a call and see if they still have your specs.
Because is should either be internally balanced or balanced with the factory flex plate not both.
If it was internally balanced and your running a factory balanced flexplate, that could be the cause of the bolts backing out.
I guess that's what I need to find out. I know that the factory flex plate didn't have anything new on it when I got everything back. Isn't there a gm standard balance or something like that?

If the bad SFI one you have has no weight fitted it would be reasonable to assume it is a neutral balance one and any off the shelf flexplate would replace it.
Internal balance is just that ; all the balancing is done inside the engine allowing the use of a neutral flexplate and harmonic balancer.
