The block you have is GM performance bowtie block. It is a Generation 1 style block with modifications done to it at the casting level. All traditional racing modifications were provided by the factory where it was built.

* Priority main oiling
* Enlarged lifter bosses for roller lifters
* Bearing cap inner bolts spread .210 in. to allow use of 2.65 in. diameter journal cranks on properly modified blocks
* Enlarged cam bosses in front and rear allow use of larger bearings

It appears that the block is capable of accepting a roller camshaft since it shows the retainer bolt to the block in the picture. The holes that you have called #1 appear to be for the hold down monting points for a hydraulic roller lifter guides....I am unfamiliar with a guide that use this specific bolt patern style. Do not worry about these holes unless you are going to run a roller style lifter set up. #2 is part of the crank case venting system. You can block this off if you want.

I agree they look a little angled maybe they are for some type of windage tray then. I don't think you need to worry about them if your running flat tappet style lifters.
