I put a set of 180 comp heads on my 89 with a Miniram and other stuff. Upon start up I had water blowing out of my driver side header. Put thicker intake gaskets on, same thing. Took heads to AFR and had them checked out. The heads checked out fine. They saw where coolant had went into two (2) exhaust ports on one head, and one (1) exhaust port on the other. They said the problem is between the deck and the heads. Gasket, torque or ?.

I used ARP bolts and torqued them to 65 ft. lbs.. Didn't read the paperwork with the ARP bolts. ARP says 75 ft. lbs. with moly lubricant, or 85 ft.lbs. with 30 wt. motor oil as lubricant. Thought I would do 80 ft/lbs. with permatex.
Can 15 ft/ lbs/ make that much difference when regular bolts on torque to 65?
You need to make sure the deck of the block isn't warped, and is true and square. I usually run a fileboard over the deck with 80 grit to check that, if it's something your doing in the car. If not, have your machine shop check the deck if it's out of the car. If the deck of the block is out too much, it will never seal.
Edit: Plus the obvious, make sure everything is perfectly clean.
You will have to do a tear down. It is possible to get a bad seal from a thin gasket, also when putting new heads on an older block the head bolts can pull down differently on the block (pulls the cylinder out a little etc.). Either way unfortunately, it sounds like the you will need to take a closer look.
