Honestly, that's how some coated rotors come. The stuff will get stripped off the contact surface right away, and the paint will keep the rest from rusting.

Actually, the only mistake is picking yellow for the color of the rotors. I did the same thing exactly as that recently, but with black. You just paint the entire rotor, then the pad immediately wipes the swept area clean of paint. Bam.

I painted my calipers red, then yellow because it goes better with my car, but I used walmart plastic bags to mask off things
A really bad idea. In addition to the increased stopping distance, the huge cloud of smoke pouring out from the wheel wells would make me a little uneasy. The rotors are supposed to be "clean and free of oil, grease, dirt", etc (I'm pretty sure that includes paint). Isn't that why they make BraKleen?
