I have to rebuild this motor (L98 90 Vette) and hopefully I wont have to touch the bottom end but the valve tap is pretty bad and when driving down the interstate it will backfire if you let off of the gas, not all of the time, but it happens a lot. So what would you guys suggest on a moderate budget ($1-2k) to get around 350-400 crank horsepower out of this rebuild. Is this possible and what would I need to purchase?

You'll need another intake to make that kind of HP. That's going to take 1/2 your budget.
