Default headlight question?

(1995) R/H Headlight would not open fully, and would not close at all. I installed a new Gear & Bushings (old set looked ok coming out) tested the headlights with the hood up, and the R/H headlight checked out just fine.

After putting away my tools and closing the Hood I tried my headlights one more time, and the R/H hung up again

I looked at the linkage when I had it apart, I didn't see any issues, all the joints were clean and moved freely, is it possible that a slight amount of bushing wear could lead to a problem like this?

Anyone else experiance this problem...

Did you test your headlight control module? It's located on the driver's side on the lower fender well.

(Update)

Last night I tested the headlight with the hood open and it worked fine. I closed the hood, and the light hung at 3/4 open.

So I inspected the area just above the coolent recovery tank were the headlight "rotates", and there it was, a rub mark in the aluminum pipe that connects to the coolant recovery tank.

I gently pushed the pipe inboard about 1/4" and now the headlight works with the hood closed.
