On the back piece, there is some black mold-type stuff that seems to be spreading underneath the clearcoat of the car. I have a white car, so I don't know what to do.
WIll bleach kill the mold/spores while preserving the paint?
SHould I spray bleach and let it set, or spray and wipe off???

I think I know what you're talking about. A clear coat chip that let moisture in between itself and the base coat white paint. The moisture spread, lifting more clear coat and never dried. Then the mold set in between the clear and base coat.
To get rid of it, cut the loose clear coat off with a razor blade (where the black mold is). Wash the mold off and that's that.
I had 2 areas on my 85 where the clear was lifting and seen water getting under it when washing the car. I cut the loose clear off. Sprayed some new clear on to seal where I cut with a razor. Once the clear was good and dry I wet sanded and polished these areas. It looks good and no more moisture getting under the clear coat.
Stop the problem now before the moisture and mold make a bigger and bigger bad spot.
