I think this piece would work at making laser not work as good since it is covering the steel plate. What do you guys think? It doesn't stop it but shortens the distance it works at.

Your better off picking up a good radar detector or better yet save the excessive speeding for your local race track.
FYI I've heard of people doing the application below - does the same thing but only costs ~ $2:
Apply a generous amount of glitter evenly over the tag (ensure that the lettering is still visable) then coat (pour) the tag with Elmer's glue.....glue will dry clear/transparent. The glitter will scatter the intended rebound effect of the laser when targeted.
The glitter effect also scatters non-directional light wave forms/flashes of traffic intersection cameras.....ie the idea is no visable tag picture = no ticket.
