I had a problem with my 89 coupe back about 5-6 years ago. My horn issue was similar that the horns would sound but no horn from the wheel. I opened up the center cover to the steering wheel and found that mechanism under the cover wasn't able to make contact, I think it had bent to where it wasn't making connection any more.

As I remember I bent and reshaped the metal piece so that it would make good contact upon being pressed and that did it.

I'd check at the wheel, might be the simple fix.
