383 IDLE UPDATE
I've been tinkering all day and just when I think I've got it licked, it comes back. I checked the ohms across the IAC and they were within spec, then I checked the volts on the TPS. Thee low reading was .58 while the high was 4.35 to 4.85 depending on the position of the sensor. I checked the base voltage to the sensor and that was also 4.35. The manual I'm referring to says voltage should be >5 to 5vdc across the range is mine in spec? Could this indicate the ECm is giving a bad voltage. The car continues to idle high.
Any thoughts?

I'm pretty sure TPS voltages are supposed to be within the range you mentioned you are getting readings of. I'll have to go check my DataMaster log and I can tell you what ranges I get.
