Fog Light Issues...

I purchased one of the HID fog light set ups from the Corvette HID vendor here on the forum and after installed when the car is off and the lights are turned on only the drivers side will light. When the car is cranked only the passenger side will light. I can not get the lights to come on at the same time. I have swapped sides with the lights and have the same result. What am I overlooking?
