Headers Should I bother
I have a 85 corvette stock except for performance chip.
I have a "test pipe" (for off road use only of course)
I am thinking of a set of nice headers and couple magnaflows. Will this give me a noticeable performance increase or should i wait till i can build the engine.

You should definitely get them because your new engine, whatever it may be will like having free flowing exhaust.
IMO there is no downside to having headers except underhood heat. They even help you get better gas mileage...
