HID fogs question

Installed 6k hid fogs (bulbs, harness, ballasts, etc) and worked for about a week. One day both go out simultaneously. Was kinda chilly for a while so I didn't look into it. Couple months later when it warms up I check it out...did nothing but pull the fuse in the harness and put back in, now they work again. Worked for a few weeks then went back out. Pulled fuse, replaced and working again.
My question is: Is my ground weak? power wire too small? bad relay? I'd like to avoid this goofy fix if I could.

If your power wire leading to the HID harness was insufficient, you'd melt the wire, not blow the fuse. If your ground was bad, you'd just get intermittent operation, not a blown fuse.
Something downstream of the fuse is drawing too much current, so the list of suspects is pretty short.
