Default bad starter.

I have a 94 auto with a starter question. If it doesnt disengage and gets jammed, can it short out so you lose all lights including dash. battery checks out fine.

I dont see why not. Electronics has a mind of its own.
Could be the solonoid causing a drain or short

Two answers.

1) If it does not release from flywheel, it will destroy the ring gear it.

2) If the starter solenoid does not release contact, it will continue to draw heavy current from the battery. It will tear up the starter, flywheel and heat up or possibly damage the battery cables.

The rest of the car like dash should not be affected but don’t fully understand if it never disengages. Does the key have any affect?

The electrical part of the ignition switch might be the cause. As you turn the key to start (crank), it turns off dash and accessories items like dash lights. If the switch is in the start position, it sounds like it would cause all those symptoms.

The switch could be messed up or loose. Or the linkage from the lock cylinder to the bottom of the steering column to the switch might be messed up or not connected.
