1987 Frame/Engine Ground wire?

1987 Frame/Engine Ground wire?
on my 1987 there is a metal shoelace kind of wire attached to my fram under the car on the drivers side. My dad says it is supposed to be connected to the engine also but currently its zip tied because i cant find where it is supposed to go. Anybody have any clue what im talking about and possibly where it goes on the engine?

It's near the oil temperature sending unit on the driver's side of the block in front of the filter. Mine has a 3/4" bolthead. There are 3 or 4 other wires that use that same ground.
