Cam and crank position information is sent to the ECM from the optical sensor in the distributor. Here is a link to help diagnose problems with the Opti.

If you have spark to the plugs--I'd disconnect all the injector connectors then connect a noid light and see if you have pulse to the injectors-- if you do have pulse (noid light blinks) then ohm each injector. They should all be fairly equal around 16 ohms-- you may have 2-3 bad injectors shutting down the drivers in the ECM. If you DON'T have pulse when checking with the noid light-you may have a VATS issue-- JMO

OK, take a deep breath.
When you replaced the ICM did you put thermal paste between the ICM and the heatsink?
No - you fried your new ICM - make sure you put thermal paste on the new one.
Yes - then its time to look at wiring.
As things heat up they expand, the connectors that plug into the ICM and the ECM harness are subjected to lots of heat. You may have conductors that are not making 100% contact - check them.
There is also a procedure to check voltages from the ICM and trigger from the opti.
Its in the FSM, and I've seen a couple of posts talking about it.
ok , thats weird . lol .... but still dosent work .
Ok if you did not put the dialectic grease on the ICM and it should have come with the new one, then you fried it and it will not help to put it on afterwards.
I say this all the time on this forum and no one listens - 'Diagnose first and save yourself money and frustration'.

Dielectric grease and heat sink paste are two different animals for two different purposes.
