Default E-Brake not responsive, but looks like it's working!

I'm not sure what's up with my E-Brake. I don't know if it hasn't worked since I got the car or just after I changed the brakes a few months ago. When you pull up on the handle it feels normal and sounds normal (clicking). It sounds like it releases normal (loud click when you push the button on the handle). I crawled under the car and looked up at the cable running between the rear wheels, and it tightens when I pull the E-brake, and loosens when I let it off.

Still, the e-brake shows no sign of actually working. It would roll away if not in Park. So what could cause this?

I have never activated the parking brakes in my 87 Vert.
Its an Auto.

Scared to because I know from experience on any car 20 years or older,
one or all the parking brake cables like to hang up or stick.

Dirt & rust are usually the culprit.
Worn out & stretched cables are the #2 problem.
