I don't have an LT1 but I think it depends on what brand headers you get Pete. I have hedmans on my L98 and I have to loosen header to get the starter out.

Pete,
The smaller size stock starter can be removed easily from the passenger side on my 95 with TPIS long tubes without loosening the header at all. No problem, just a little close on clearances.
Rick
The only time I havent had to loosen my headers is on Chevy full size trucks. Every car I ever had LTH's on had to be loosened or dropped completely. My Cutlass was the worst.

Thanks Rick.

Would it be the cooling lines?

Mine's a 6spd 92 LT1 with Exotic Muscle long tubes.
Stock starter is no problem to remove and install. Don't have to touch the header at all. Starter comes out the side, right over top of the primary tubes (near where they run into the collector).
Here is a pic of mine after I upgraded to the Powermaster 9600 series. A little removal/install is challenging without removing the header... some twisting and cussing required to get it in there (elect motor is much larger than the stock starter) but it fits with minimal problems and I can do it about 20mins now. I really needed the additional TQ to get my beast cranked when it was hot or I would have just kept the factory starter in there.

I have EM long tubes and can remove the stock starter easily. Takes longer to disconnect the battery and get the car in the air than it does to remove the starter.
