Default headlights will go up, not down...

Is this a switch problem? How does the system work? Is it a constant voltage when they are up and then nothing when down? Is there a relay in this system?

Don't have time till the weekend but I figure ill start testing with the switch and work to the lights since they both have the same problem.

There is no mechanical switch. There is an electronic control module that controls the headlights up and down functions. It monitors the current which is automatic and transparent to the user. All you have to do is turn the headlights to on or off. The module is under the hood.

The module might be bad causing the problem. However I would check the fuse links because this is what controls the power to the module. Look at connections, loose wires and corrosion.

The head light switch or the module are suspects. But if I had to take a first shot at it, I would look at the fuses and the wiring first.

Its an 89. I usually say just didn't think it made a difference since I've owned 86, 87 also and each system looked identical.

Open the hood and try it might just be blocked by something. Then clean the contact points.

I had a light hang up on a cable once on my 86. One went down while the other hung. If it's only one then I'd suspect that, if both I'd think it was something else. Just a comment.
