The FX3 is an adjustment shock system that you can adjust the ride with. The suspension is normally stiff, as expected, for a high performance vehicle. I think the best you can do is set the FX3 to Touring and go with it.
FYI, at low speeds touring has almost zero dampening. The problem is not the shocks (unless they are totally toast and wore out) the problem is your rough roads combined with a 91's stiff springs.

Old tires make for a harder ride too. If your tires are about due consider getting the softest ride you can find. Your tire shop or TireRack.com might be able to help. I would guess that all seasons might be best here.
What year C4? If you have Z51 springs they are what is causing the harsh ride. The FX3 shocks in Touring mode are not very stiff. My '90 with base springs and shocks turned down rides like a Cadillac. I manually turned the shocks to full stiff and it felt a little stiffer, but not much.
