Default Speedometer issues

Hi,
I have a question I can't find the answer to anywhere. I have a 1986 coupe, had a rebuilt dash cluster put in it. It has a carb, but no electrical in the car was cut. Even the cruise control unit is still plugged in.

The speedometer doesn't work. It goes on with the ignition, shows 27 for a second, then 3, the 0 and stays there. I've checked the VSS, and it is working properly.

Does the speedometer go through the car's computer, or directly to the gauge?

Any ideas on how to troubleshoot it?
