ASR Problem?
Are your tires the same size as the factory original tires?
Have you tried checking for stored DTC's?

You don't need a scanner to check stored DTCs on these cars, they have on-board diagnostics capabilities quite similar to Cadillacs.
To read trouble codes, ground Pin 12 of the Data Link Connector (Pin 1 is the top left pin, bottom left pin is 9) below the steering wheel, and turn the ignition on. Your instrument cluster will read off codes automatically. There are 4 modules. After each module displays it's trouble codes, "- - -" appears, and the next module starts displaying codes (if there are any stored.)
Module 1 is the Central Control Module
Module 4 is the Powertrain Control Module
Module 9 is the ABS/ASR Computer
Module A is the SRS Airbag Computer
Attached is the functional check of the ABS/ASR system from the Factory Service Manual.

According to the diagnostic chart, if your "ASR Active" light is not illuminating during the bulb check, you've got a problem somewhere, whether it's electronic or just a burnt bulb.
I have ALLDATA, but cannot find the "ABS/ASR Symptom Table." I will look up a 1993 or 1995 and see if I can get the symptom table for you.

That's one of the great things about these cars. As old as these cars are, they're so complex that it's impossible to know everything about them... There's always room to learn more about them.
By doing some researching a little bit at a time (with each issue you have), you can begin to make a mental map of where each component is in a system, what it actually does, how the individual parts interact with each other, and how the system as a whole interacts with and effects other systems in the car.
These cars aren't just motors bolted to chassis anymore... It's impossible to diagnose problems (especially electrical problems) without knowing what everything does and how they're connected. You'd be blindly replacing parts until you were broke...
Having that knowledge also puts you a step above the rest when you do decide to have your vehicle serviced at a shop. It also helps you help others at places like this!
