On a 96 vette the TPS is showing a reading of between 14 and 17 at idle .
Installed a new TPS and getting the same readings. RPM at idle varies from 450 to 1000 and eventually stalls.
The car drives with no hesitation or loss of power.
Connector to TPS looks solid.
What could be the problem?
First a disclaimer: I own an '86 and a LOT of things changed in the following 10 years. That said, I think your reading of 14 to 17 is OK. Back in my day they said to set the TPS to .54 volts, which is roughly 10% of the reference voltage of 5 volts. I think the 14 to 17 is a percentage, and you're probably in the ballpark with those numbers. Your TPS sensor is not adjustable, so you don't have to worry about that. The ECM looks at the TPS reading when you turn on the ignition and saves that reading and calls it "idle".
99.99% of the time a wandering idle is caused by a vacuum leak. One way to find a vacuum leak is the Scotty Kilmer "smoke test":
