Default 91 Windshield Wipers

Wipers on my 91 work on hi and lo but do nothing on delay.

I read several threads on wipers I believe the delay module is bad, though I am not sure what that is.

I ran the test in FSM as follows:
connected multimeter from terminal A on connector C1 (the 3 pin connector near the top of wiper housing) to terminal B on connector C2 (the 3 pin connector on the side of the housing). Connected to the connector, not the wiper housing.
Wiper switch to lo.
Read an open circuit.

Next step is check for an open in ckt 96 (A on connector C1) or ckt 97 (B on connector C2). I assume this is to ground? Both show open circuit to ground.

FSM say, "If OK, replace wiper/washer switch assembly".
I assume, OK is open circuit to ground?

Lots of assumes in my test.

Removed the wiper cover. Looks clean, no obvious cold joints on the board.

How can I tell if it is the board in the cover, or need to replace the entire unit?
