Help!!! My right horn (High note) wasn't working. I took it off and connected it to the left side. Still didn't work, so I bought a new horn and connected it on the right side. Still doesn't work. I tested the circuit and there is power to the circuit. Is it the horn relay or in the steering wheel? Anyone had this problem?

If the other horn works, then your steering wheel buttons / circuits are fine.
Check the connectors for corrosion and to make sure they are making full contact. I had the same issue on mine adn it ended up being corrosion on the plug and the horn. Also, you can pick up a cheap multi-meter and stick the probes on the connector to test the wire that plugs in to the horn.
I have a 96 Corvette and I'm having problems with my horn.
The first thing I did was checked the fuse and it happened to be blown out/broken. I replaced it yet still horn didn't work. Days later I realized a strange noise from a far. Well it happened to be my actual horn BUT it sounded very weak and sounded like it was coming from far away. What was strange too was that at times I wasn't pressing on the button on the wheel yet it would still sound off. By the way, my steering wheel does jerk to a side even when it's at the locked position. Not sure if that matters. Anyways, I am also thinking that maybe it could be the horn relay. Does anyone know where this relay is located that way I can check it?
Neither of my horns was working when I bought my 1990 coupe. It was in a shop for inspection and the mechanic had to replace the clock spring inside the steering wheel to make the horns work. Another mechanic told me today that turning the steering wheel all the way around in either direction can break the clock spring.

Where under the hood are they located?
Should I just replace the "high" note horn or just do both?

Yes, two horns, yes, low and high, in cavity behind bumper -- open hood and look forward of wheel on either side.
Suggest replacing both (my passenger side one died and the driver side one was very weak) -- see my earlier post and the link therein and my post in that one about 3/4 way down -- btw, mine is a 94 too...
