There's not much you can really do without replacing exhaust. The only thing I could think of is taking the exhaust apart behind the exhaust manifold and punching out the catalytic converts.....the car will run better and sound a little more aggressive and I never had a problem with emissions but, every state is different. I have a 94 Vette.
I found this on google image search, I think this is what mine looked like when it was stock and easy to punch out.....I did this about 8 years ago so, my memory is foggy.
First the age old question that should always be in a post....WHAT YEAR CAR. It makes a difference for the muffler/pipes.
You COULD.....COULD......drill holes in the mufflers. BUT I REALLY WOULD NOT SUGGEST YOU DO THIS. It would make it louder, but you would promote the mufflers to rust out faster. Why not do it right and go with a better muffler.
BINGO! W/o changing the exhaust system (and I can't imagine why the OP wouldn't simply change the exhaust), a cam is the most effective way that I know of, to increase the volume of your car's exhaust. Literally and audibly!
going to high flow cats makes a difference, or just eliminate the mufflers all-together but leave the resonator in...your ear drums will thank you, especially when cruising in overdrive/6th gear!
Any good muffler shop should charge something like $50 to remove the stock mufflers and replace them with exhaust pipe. You can even have them remove the factory tips and re-weld them on the pipes.
But as mentioned, leave the factory resonator in place, otherwise you will get a lot of interior resonance at cruise RPM (around 1200-1600 RPM).
