There is an angle with the throttle plates I didn't file.
When you say clean the iac, it shouldn't matter as these are disabled during this procedure. I have blocked the iac ports and unplugged the iacs.
I can balance both tb to one another, but can't get the idle low enough.
IN this pic, it looks like there is air gap, starting about where your finger is pointing, and getting bigger toward the throttle shaft. There is some beyond the throttle shaft as will, it appears. I would sand the ends of the throttle plates perpendicular to the shaft (by the balance hole and the opposite side) and/or the throttle bore in the same area, to try to get more closure and close up that area by the shaft.
You can get bigger throttle plates from Holley. I bought 53mm/2.09" ones for mine.

I just ordered 2 throttle plates that are 2.06" Hopefully that will close up the gaps a little to get a better seal, and a lower idle.
Are the shafts straight? Do you have any play in the TB units themselves. I had to re bush my TB's in order to get any consistancy out of the TB's. You could be leaking air around the TB shafts.
I figured out the problem.
when I ordered plates for the body I ordered plates for the diameter I wanted....for example I ordered plates that are 2.060 thinking that was the diameter.
It's not...the diameter of the plates is actually about 2% larger ...they are per-sized to match a 2.060 hole....2.100
So I need to order plates that are 2.060 in diameter....I'll make calls tomorrow to figure out what I need to order
