Default No a/c blower control

The electronic heat and ac control in my 89 is acting up. It seems to be stuck in low or mid fan speed when the ac is on, but when i switch it to the floor it blows full speed. I have zero control over blower speed but i can switch everything from floor to dash to defrost without a problem. I did some reading and thought i had a bad module. Replaced with an ac delco part and nothing changed. Went into diagnostic on the climate control and theres no fault codes. What gives? According to my manual the only other thing that can be bad is the "heater and ac control assembly". But i thought id ask on here first

Mine had problems about 10 years ago and has worked great since, after cleaning the electrical contact strip inside.
This post has some pics and info.

Its such a consistent problem that i never thought it could be a connection issue. Im worried if i take it apart and mutilate it i wont be able to send it back as a core. That is a great write up regardless!

Check at the Blower Motor because that connector can heat up and melt in two. That's because the connectors are crimped to the wires and if they loosen up, it drops volts and heats the Connector up. Look for discolored wiring and go ahead and jumper the blower to the Battery to verify it works. Also verify that there's Battery at the Module - Red wire. Then check the Module inputs from the Panel. At 1, it should be about 2.5 volts (Brown Wire) and at 10, 6.5 volts. No volts, assuming the Blower is connected, may be an open, so you need to check it again once you have the Panel out of the Dash. I'd never think of taking a Panel apart as I'm pretty dangerous around printed circuits, soldering irons, etc.
