At this point shouldnt the car be in closed loop?

It should be, but the box where it says open loop is in yellow, the box that says VATS Fail is yellow, and the box that says CARS Active is also yellow. Maybe try correcting those first?

Yes, so either there is a fault in the O2 circuit, or you it is not getting hot enough. It appears that you have some cross counts recorded which would mean it's been in closed loop during the log. If I had to guess? I'd say it has headers, and the O2 was relocated to the collector, and doesn't stay hot enough at idle and goes open loop. Install a heated O2 and problem solved.

Closed loop goes from rich to lean and records every time it crosses. Is your o2 in a header?

Yes, I have long tube headers and the bung is pretty close to the end of them.

For the O2 to go ready, it needs to swing < 199 mv or > 699 mv.

LC55E FCB 158 ; 699 mvdc, If o2 Volts GT THESH then o2 ready
LC55F FCB 45 ; If o2 < 0.199 VDC then o2 is ready

No closed loop until O2 is ready.

Heated O2 will generally go ready quicker and stay hot enough to maintain closed loop under most conditions. Get a 4 wire sensor to eliminate ground issues.
