Transmission/shifter
Is this an indication of the shift cables out of adjustment or worn or does it sound like a transmission problem?
Again, it shifts strong and smooth when in drive.
Car has 82,000 miles.

The 1994 automatic is the 4L60E. The "E" means "electronic" shifting. In order to shift into any particular gear, the PCM has to get a signal from the "PRNDL switch", which is the "park, reverse, neutral, drive, low" switch on the shifter shaft on the transmission. The shifter/cable will mechanically engage/disengage the park pawl inside the transmission, but all other functions require the signal from PRNDL switch.
So, it could be a problem with the shifter cable, where it doesn't move the shifter arm far enough (could be a damaged cable core or cable housing causing that problem); or adjustment of the shifter cable; or it could be the PRND switch itself (either an adjustment or electrical issue).
